MARPOL Annex VI - Fuel Oil Sampling Points

Albion Marine assists operators in arranging for in-use fuel oil sampling points to be installed or designated following section 2 of the Annex to MEPC.1/Circ. 864/Rev.1.

 Background

Key amendments in MEPC.324(75) include the following requirements:

 

• Three types of fuel oil samples now defined in MARPOL – ‘In-use sample,’ ‘Onboard sample’ and ‘MARPOL delivered sample’ – used to check for compliance with sulphur limits

• Ships to have designated sampling points for taking representative samples of fuel oil in use, i.e. ‘In-use samples’ (regs. 14.10 to .13)

• New procedures for in-use and onboard fuel oil sampling (reg. 14.8 and .9)

• Procedures for verification/analysis of in-use samples and onboard samples (Appendix VI, Part 2)

• Amended procedures for verification/analysis of MARPOL delivered samples (Appendix VI, Part 1)

 

 

 

These new requirements for the sampling and verification of the sulfur content of fuel oil, including fuel oil sampling points, enter into force on 1 April 2022. The arrangement shall be described in either a piping diagram or other relevant documents and available for survey. The detailed sampling procedure shall be available onboard.

Albion Marine Solutions conducted an assessment of a semi-submerged barge at Coldwell, Ontario

Albion Marine Solutions has been retained by the Vessels of concern Incident Management Directorate to conduct an assessment of a semi-submerged barge at Coldwell, Ontario, to carry out the following tasks:

·         Conducted Basic Survey

·         Search for Hazardous Materials

·         Evaluated Stability of the Vessel

·         Validated Structural Integrity

·         Conducted Risk Assessment

·         Evaluated Safety and Security 

 

     These assessments are carried out as part of the application of section 36 of the Act respecting wrecks, abandoned, dilapidated, or hazardous vessels and salvage operations (WAHVA), which provides that the Minister of Fisheries and Oceans may if he has reasonable grounds to believe that a vessel presents or is likely to present a danger, take any action it considers necessary to prevent, mitigate or eliminate the hazard. Conversion of harbour tug boat to the electric propulsion power

In terms of exhaust gases and noise pollution, harbors are enacting stringent laws, increasing the demand to opt for cleaner modes of operation. Considering this, Albion has completed an engineering study to convert the harbor tug boat to electric propulsion power. The study provides technical know-how on converting diesel-powered tugs to hybrid or fully electric-powered tugs to major tug boat operators in India. It features an economical and environmentally friendly design.

 

Converting a tugboat to electric propulsion has numerous advantages. First and foremost, there will be a significant reduction in operational costs. Second, it will require no bunkering charges, and it will reduce engine crew members. Further, maintenance costs will be negligible with the addition of a longer battery life span of up to ten years. Under this Turnkey Project, Albion Marine Solutions will install the Alfa-Laval Pure Ballast Water Treatment 3.2Ex Deckhouse system and provide effective technical designs.
