Ports Declare Ban on EGCS Discharges

Following the use of scrubbers issue which has split the shipping industry, the North P&I Club issued an update on the stands taken by the international ports on the use of scrubbers and the allowance of EGCS discharge. A number of ports and regions have already stated that they will not allow the discharge of washwater from scrubbers. Based on the previous list (https://safety4sea.com/scrubber-discharges-bans-update/), North updated the positions taken by ports that have or will prohibit the use of scrubbers, or have placed conditions on their use. In fact, the countries that have been added to the list are the following: Argentina, Brazil, India and Oman. More information: Safety4Sea

Vessel Incidental Discharge National Standards of Performance

The U.S. Environmental Protection Agency is publishing a proposed rule under the Vessel Incidental Discharge Act that would establish national standards of performance for marine pollution control devices for discharges incidental to the normal operation of primarily non-military and non-recreational vessels 79 feet in length and above into the waters of the United States or the waters of the contiguous zone. Albion Marine Solutions conducts ballast water sampling as per VGP requirements. Our team also conducts the equipment health checks and monitoring instrument calibration for BWTS and scrubbers. The proposed national standards of performance were developed in coordination with the U.S. Coast Guard and in consultation with interested Governors. Read more here

Updated COVID-19 guidance for shipping

The International Chamber of Shipping updates its health guidance on Coronavirus (COVID-19) to reflect the latest thinking and advice on the virus. The new guidance is a fully updated version of International Chamber of Shipping’s (ICS) “Coronavirus (COVID-19) – Guidance for Ship Operators for the Protection of the Health of Seafarers”, last updated in May. The revised introduction reflects the situation nine months on from the start of the global pandemic and adds two new annexes; one on managing multiple cases of COVID-19 onboard ships and another on PCR testing. According to ICS, the guidance is for use on all types of ship and aims to recognise the unique needs of both cargo and passenger ships. The measures highlighted in the guidance include advice on managing port entry restrictions, shipboard measures to address risks associated with COVID-19, managing cases of COVID-19 on board ship when at sea, assistance for all seafarers to access medical care when in ports, and dealing with other medical issues during COVID-19.
